GEI's Evaluation Competency Framework

The GEI's Evaluation Competency Framework is a flexible tool designed to define the essential skills, knowledge, and dispositions for effective evaluation. Unlike rigid checklists, this framework acts as a "menu" adaptable to various roles - from commissioners to technical evaluators. It covers five core domains: Professional, Technical, Managerial, Interpersonal, and Contextual, helping organizations and individuals map capacity gaps, design training, and improve hiring practices

Who is this for?

Successful evaluation depends on more than just competent evaluators. This framework identifies competencies for multiple roles involved in the ecosystem:

  • Evaluators & Team Leaders conducting and designing evaluations.
  • Managers overseeing and coordinating evaluation functions.
  • Commissioners determining resources and evaluation topics.
  • Experts providing specialized sector or intervention knowledge.
  • Users who utilize evaluation findings.
