Strategies for capacity building and institutionalization of evaluation in public administration in French-speaking Africa

This study analyzes Preskill and Boyle's (2008) multi-disciplinary model in the context of public administrations in Francophone Africa that have benefited from the Programme international de formation en évaluation du développement (PIFED). The objectives are to 1) determine their level of institutionalization of evaluation, 2) examine the factors perceived to influence this level, and 3) identify the evaluation capacity building (ECB) strategies perceived to be most effective in this institutionalization process.
