In December 2023, the Center for Learning on Evaluation and Results for South Asia (CLEAR-SA), a GEI implementing partner, and the Abdul Latif Jameel Poverty Action Lab (J-PAL South Asia) published a comprehensive guide for developing and implementing outcome-based budgeting systems in India.

In December 2023, the Center for Learning on Evaluation and Results for South Asia (CLEAR-SA), a GEI implementing partner, and the Abdul Latif Jameel Poverty Action Lab (J-PAL South Asia), published the Best Practices Compendium on Outcome Budgeting.   

The compendium was jointly developed over two years with the Development Monitoring and Evaluation Office (DMEO). The DMEO, which is part of the public policy think tank NITI Aayog, is India's apex monitoring and evaluation (M&E) office.

Outcome-based budgeting and related approaches have been adopted by countries around the world, including India. The compendium seeks to provide a comprehensive guide for state governments in India on how to develop and implement outcome-based budgeting systems, including how to structure the framework, link it to the Sustainable Development Goals (SDGs), and use it to inform decision-making.  

The Best Practices Compendium on Outcome Budgeting draws on examples from diverse countries, including Mexico, South Korea, New Zealand, and Sweden. It also cites best practices from the Indian states of Jharkhand, Odisha, Assam, and Delhi, which have already adopted outcome or performance-based systems.
