National evaluation systems need reliable information to identify strengths and opportunity of improving public policies. The National Evaluation Capacities Index (INCE) is a diagnostic tool that provides reliable data on the progress of national evaluation systems.

Facilitated by GEI Associate Partners, the German Institute for Development Evaluation (DEval) and the World Food Program, the National Evaluation Capacities Index (INCE) is a diagnostic tool that provides reliable data on the progress of national evaluation systems. The INCE is complementary to the GEI Monitoring and Evaluation Systems Analysis (MESA) tool. The INCE data can be used independently, as part of a MESA, or as basis for further diagnostics. 

The information in the INCE is generated collaboratively, including input from public organizations, academia, development agencies or VOPE, among others, which makes it possible to learn about evaluation systems from a pluralistic perspective. Taking a systems-based approach, INCE analyzes five dimensions that are essential for understanding national evaluation systems. The information is generated on a regular basis (every two years) to provide a long-term perspective and to analyze trends and changes in national evaluation capacities.

Data from the measurements carried out in Argentina, Costa Rica, Guatemala, Peru and Uruguay are already available in the INCE website. More country data from upcoming measurements will be gradually included.
