Localizing Evaluation Practice: promoting accountability and learning

About the Event

Monitoring Evaluation and Learning (MEL) within the context of development financing is paramount for ensuring accountability and effectiveness and facilitating impact assessments of development projects. MEL is also vital to fostering continuous learning and improvement, guiding the optimal allocation of resources, and promoting transparency and effective risk management. Furthermore, MLE underpins evidence-based decision-making, ensuring efficient investments yield tangible results. Additionally, it creates a conducive environment for ongoing learning, which is crucial for enhancing the overall impact of development initiatives. Therefore, the institutionalization and strengthening of MEL functions of Arab Coordination Group (ACG) member institutions will strengthen aid effectiveness and overall development impact.

To promote M&E in the Middle East and North Africa (MENA) region, IsDB has, in partnership with OECD, developed an Evaluation and Results-Based Management Terminology Glossary in Arabic. In addition, IsDB, over the past few years, organized a series of capacity development workshops and high-level policy dialogues tailored to the unique needs of its member countries in the MENA region. The proposed event will a) provide a platform to disseminate the Glossary and b) serve as an essential platform for sharing experiences and lessons learned among the development institutions, such as ACG member institutions and public institutions in the region.

Megan Grace KENNEDY-CHOUANE Head of Evaluation Unit Development Co-operation Directorate, OECD. Megan Grace Kennedy-Chouane manages the DAC Network on Dev. Eval. She has expertise is supporting evidence-informed policy making and facilitating social change. Megan holds a Master's in Public Admin. from the Monterey Institute of Int'l Studies. She is a US national and lives in Paris, France.
Ahmed Abdelgawad Senior Evaluation Specialist, IsDB. Dr. Ahmed Abdelgawad, trained as a medical doctor, has over 17 years of experience in monitoring and evaluation and strategic management. Ahmed worked for many international organizations in 18 countries in MENA and Eurasia regions. Ahmed is an active member of IDEAS, EvalMENA, and AfrEA.
