About the Event
The goal of the event is to engage with Young and Emerging Evaluators (YEE) globally to share regional experiences on culturally responsive evaluation (CRE). Local evaluators have firsthand knowledge of the complex and nuanced nature of cultural and social dynamics. They can, therefore, provide insights into the challenges & opportunities of incorporating these dynamics into evaluation practice. In this session, evaluators will present regional perspectives & innovations on CRE and help provoke the audience’s thinking on their own evaluation practice. The event is part of the celebrations around IEG@50 and will also announce a competition as part of IEG@50 activities to encourage Young & Emerging Evaluators (YEE) to develop innovative & practical approaches to CRE.

| Mercy Fanadzo | Programme Administrative Officer, CLEAR Anglophone Africa | Dr. Fanadzo is among the first cohort of GEI interns and is working with CLEAR Anglophone Africa in Johannesburg. She has a PhD in Social Sciences from the Cape Peninsula University of Technology, M.Phil in Monitoring and Evaluation from Stellenbosch University, and B.A. Honors in Development Studies from University of South Africa. As part of the GEI internship, she is involved in projects focusing on capacity building/strengthening for governments. She is also responsible for developing a module in the UNNESSA Learning Program on 'National Evaluation Systems/Policy' and delivering it through a learning and management system. |
| Claudia Olavarria | Consultant, GEI; Chair of the Training School for Young and Emerging Evaluators: Evaluation for the SDGs in LAC | Claudia is a sociologist from the University of Chile, Master in Gender, Society and Politics by FLACSO Argentina with a Diploma in Gender Studies. Her area of expertise is methodological design applied to the evaluation field, with an special focus in collaborative and participatory approaches. She has work as a consultant and teaching planning and evaluation for 13 years. During this time she has performed as a consultant in program and policy evaluation for different public, private and third sector institutions in Latin America and abroad. She is an active member of several national and international networks that aim to strengthen the evaluation field. |
| Stephen Porter | Senior Evaluation Specialist, IEG | Stephen Porter is currently a Senior Evaluation Specialist at the Independent Evaluation Group at the World Bank. Previously, he was a Research Associate within the Wits School of Governance at the University of Witwatersrand, Johannesburg. He has worked as an evaluation advisor at Department for International Development, Oxfam Great Britain, the African Medical and Research Foundation and as a Director with Oxfam America. He holds a PhD from the University of East Anglia in international development, an MPhil in Public Policy from the University of Cape Town and has published nine peer reviews articles on evaluation. |
| Rai Sengupta | Senior Monitoring and Evaluation Consultant at Ecorys London | Rai Sengupta is an international M&E consultant, with over four years of experience in monitoring and evaluation, policy research and data analysis, having worked within government, private consulting, and multilateral organisations. Rai has an MSc in Evidence-Based Social Intervention and Policy Intervention from the University of Oxford, where she studied as a fully funded Weidenfeld Hoffmann Scholar. She also holds a degree in Economics from Shri Ram College of Commerce, University of Delhi. Rai currently works as a Senior Monitoring and Evaluation Consultant at Ecorys London, wherein she extends specialised MEL support and technical inputs to FCDO’s SAFE Programme, to prevent gender-based violence in Zimbabwe, and FCDO’s DELVe Programme, to strengthen Nigeria’s education system. Prior to this, Rai worked as a Consultant with the Asian Development Bank (ADB) where she helped integrate Environmental, Social and Governance (ESG) dimensions across the statistical infrastructure of 12+ APAC countries. Prior to this, Rai worked at Invest India – India’s premier investment promotion agency – and managed a strategic research desk for the Ministry of Women and Child Development in India. Earlier, Rai worked at an international development consultancy IPE Global. Here, she conducted pan-country evaluations of 24 national programmes implemented by the Ministry of Women and Child Development, and the Ministry of Rural Development in India - including the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the world’s largest public works programme. Her contributions to evaluating a maternal and child cash transfer programme in Myanmar have garnered a ‘Highly Satisfactory’ rating from UNICEF, and she has been instrumental in analysing the UK Government's (FCDO) portfolio of development programmes in Zimbabwe. |
| Dugan Fraser | GEI, Program Manager | Dugan Fraser is the Program Manager at the Global Evaluation Initiative. Previously, he was the Director of the Centre for Learning on Evaluation and Results at the University of the Witwatersrand and an Adjunct Professor. As an independent consultant, he supported organizations to collect and use evidence for better decision-making, including designing interventions, monitoring performance, assessing results, and supporting strategy and program planning. |

| Gabriela Renteria Flores | Chair, EvalYouth | Ms. Flores is the Chair of EvalYouth and co-Lead of Eval4Action. She is an economist with postgraduate studies in development economics. As a young and emerging evaluator, she is also a member of EvalYouth, EvalYouthLAC, National Academy of Evaluators of Mexico (ACEVAL), EvalGenderMx, as well as other Voluntary Organizations for Professional Evaluation. Ms. Flores’ interest lies in public policy, economic analysis, and monitoring and evaluation of social issues. She has experience working in federal public administration, subnational governments, and international organizations. |
