Leveraging Online Learning to Build Capacity of Policy Makers on Evidence-Based Decision-Making  

 In 2019, CLEAR entered into a long-term partnership with the Department of Personnel and Training—the federal organization providing training oversight for all public officials in India—with the aim to offer flexible skill building opportunities to Indian policy makers through online courses on using data and evidence for decision-making. 

Through this collaboration, public officials across India will have access to Abdul Latif Jameel Poverty Action Lab /’Massachusetts Institute of Technology’s online MicroMasters program in Data, Economics, and Development Policy at a subsidized rate. Since the course was launched, 155 civil servants have signed up, of which 97 successfully completed the program in 2019–20. 

This collaboration demonstrated an appetite for online learning among the Indian civil services, and encouraged by its success, the Department of Personnel and Training began large-scale reforms to introduce an online platform, known as Integrated Government Online Training , which seeks to provide competency-oriented learning opportunities to all government officers in the Indian civil services.

Partnership with Development Monitoring and Evaluation Office, National Institution for Transforming India Aayog 

In January 2020, CLEAR signed a two-year partnership with the Development Monitoring and Evaluation Office (DMEO) of the National Institution for Transforming India Aayog, a premier policy think tank of the government of India. The partnership with DMEO is strategically important, as it provides an excellent opportunity for CLEAR to achieve its twin goals of strengthening national institutions (SDG 16) and supporting national plans to implement the SDGs (SDG 17). 

CLEAR supports DMEO in strengthening M&E capacities of state and central governments through capacity building workshops for DMEO staff and collaborations to share evidence-based insights via tool kits, policy briefs, and technical advisory. To build the capacity of academic institutions in India, CLEAR and DMEO jointly hosted a consultation session with senior faculty members from leading Indian academic institutions, with the aim of building an encouraging M&E ecosystem for policy-relevant research, particularly impact evaluations, by young researchers in India. 

DMEO is an attached office within the National Institution for Transforming India Aayog, established by the government in 2015 as an apex body with the aim to evaluate government programs and monitor India’s progress on the SDGs.
