CLEAR LAB Supports the Development of Mozambique's National Monitoring and Evaluation System
GEI Implementing Partner, the Center for Learning and Results for Lusophone Africa and Brazil (CLEAR LAB), recently visited Mozambique to support the government in strengthening the country's new National Monitoring and Evaluation (M&E) Subsystem, as part of work that is currently under way in partnership with UNICEF. CLEAR LAB has been working for over two years in partnership with the Government of Mozambique and UNICEF-Mozambique to support the strengthening and institutionalization of evaluation capacities in the country.
The National M&E Subsystem was created by law and is being structured to promote the use of evidence in public policy management and to improve the lives of the country's citizens. During the visit, CLEAR's team and Mozambican public managers also discussed the development of Mozambique's Monitoring and Evaluation Manual.
Several meetings were held with representatives of the National Directorates of Monitoring and Evaluation, Planning and Budget, Public Accounting, and Economic Policies and Development, linked to the Ministry of Economy and Finance. The CLEAR LAB team is assisting in conducting a rapid evaluation of the National Water Policy, and there was a meeting held with the Committee responsible for this evaluation, as well. Meetings were also held with representatives from UNICEF-Mozambique, UNDP, and the World Bank office in the country.
Over the last two years of partnership with the Government of Mozambique, CLEAR LAB has supported a number of initiatives including the application of the Monitoring and Evaluation Systems Analysis Diagnostic Tool (MESA) in the country. The MESA tool is an important part of GEI’s integrated systems-based approach to supporting developing countries on their journey to strengthen monitoring, evaluation and evidence use. The MESA is a diagnostic tool that guides country stakeholders in gathering, structuring and analyzing information on the current capacity of their country’s M&E ecosystem. It helps identify what is working well and what needs to be improved, informing capacity-development strategies meant to strengthen the economic, political, and social context that enables M&E to flourish. The MESA has provided the Mozambican government with valuable information for the development of the National M&E Subsystem.
GEI spoke with Jorge Aquilo Sipanela, National Director of Monitoring and Evaluation, Ministry of Economy and Finance, Mozambique. Mr. Sipanela shared his experience working with GEI partner CLEAR LAB and how the Monitoring and Evaluation Systems Analysis Tool (MESA) has helped develop the M&E capacity and design of Mozambique's M&E system.
