The Global Evaluation Initiative (GEI) has released a new online course on the essentials of building effective national monitoring and evaluation (M&E) systems. The self-paced, interactive course is available for free in six languages on the World Bank Group Open Learning Campus.

In October 2025, the Global Evaluation Initiative (GEI) launched a new self-paced, interactive online course, "Building Blocks of Effective National Monitoring and Evaluation (M&E) Systems." The course is designed to help government officials, M&E practitioners, and researchers strengthen their understanding of national M&E systems and their role in evidence-based decision-making. 

A result of collaborative efforts, this course brings together the collective wisdom of nearly two decades of work by the Centers for Learning on Evaluation and Results (CLEAR Centers), an implementing partner network of GEI, along with the expertise of several leading practitioners from the Global South.  

Structured around five modules, the course introduces the essentials of building national M&E systems. Through videos, exercises, and case studies, participants will learn how M&E can support better planning, budgeting, and policy implementation. 

"Strong M&E systems are the backbone of good governance. They ensure that policies are informed by evidence, resources are used efficiently, and programs deliver meaningful results," said Anna Aghumian, GEI's Training and Professional Development Lead and one of the course designers. "Whether you’re a policy maker, practitioner, or researcher, this course offers a practical foundation for understanding how effective national M&E systems can strengthen decision-making across government." 

Available in English, Arabic, French, Portuguese, Russian, and Spanish, the course takes about four to five hours to complete. Participants who achieve a score of 90% or higher will receive a certificate of completion. 

The course is available free of charge on the World Bank Group Open Learning Campus.
