GEI to Support the Strengthening of Jamaica’s National M&E System Through a Series of Workshops
In early October, a technical team from the GEI Network visited Kingston, Jamaica, to start work on a series of workshops for representatives of 19 ministries of the Government of Jamaica (GoJ) and the M&E/Results-Based Management (RBM) National Steering Committee. The goal of the workshops is to produce an “action roadmap” (e.g., identifying specific activities, responsible stakeholders, and timeframes) to strengthen the national RBM/M&E system.
This roadmap will condense the needs, concerns, and suggestions of a range of relevant stakeholders from various levels of government involved in M&E and will be guided by the findings of a GEI Monitoring and Evaluation Systems Analysis (MESA). Thus, with a whole-of-government approach, the GoJ has been identifying needs for action to strengthen the M&E/RBM system in the country, incorporating all relevant actors, generating ownership, and consolidating the commitment of the line ministries to work collaboratively to incorporate RBM/M&E in their policies and programs.
The National RBM/M&E Steering Committee and the Office of the Cabinet will work with the GEI team to review the National Integrated Results-Based Management Policy (currently in the draft form), to cross-reference it with the roadmap so that they complement and not duplicate efforts. As a result of this review, some crucial next steps will be set to take place in the coming year, including the following: assess the specific capacity building needs in RBM/M&E within the GoJ to be addressed; present to the Steering Committee a strategy to measure progress of the activities agreed with the GoJ; and assist key ministries (i.e., health, education, tourism) in addressing pressing M&E issues they are currently facing.
