GEI Partners Advance Climate Evaluation through CLEAR Collaboration

CLEAR South Asia is supporting CLEAR Lusophone Africa and Brazil (CLEAR-LAB) in delivering technical advisory services for the Climate Investment Funds' (CIF) Evaluation Capacity Development (ECD) program.
The collaboration includes delivering a workshop and providing hands-on technical guidance to CIF observers—independent representatives from civil society organizations, private sector groups and Indigenous Peoples' organizations. CLEAR South Asia and CLEAR-LAB are part of the Centers for Learning on Evaluation and Results (CLEAR) initiative, composed of the regional implementing partners of the Global Evaluation Initiative (GEI).
Launched in June 2023, the CIF ECD program aims to strengthen the ability of more than 40 observers to assess, analyze, and evaluate climate interventions. These observers play a key role in contributing to decision-making on climate policy and in financing projects through the CIF Trust Fund Committees.
CLEAR South Asia supported CLEAR-LAB in delivering several components of the program. Megha Pradhan, Director of CLEAR South Asia, led a workshop for CIF observers on developing a theory of change for climate-related projects.
In addition to the workshop, CLEAR South Asia supported the implementation of a mentorship initiative designed for CIF observers involved in a Just Transition research project in Indonesia. CLEAR-LAB served as the lead implementing partner for the mentorship program, with CLEAR South Asia providing targeted, hands-on technical advisory throughout the process. The mentorship program is spread over 12 sessions across the year, providing ongoing support and practical evaluation guidance.
CLEAR South Asia staff worked directly with observers based in Indonesia to strengthen core evaluation skills. Support included helping participants develop a theory of change, formulate evaluation questions, design data collection strategies, analyze data, and synthesize findings.
The collaboration aims to help participants in the Just Transition project apply evaluation tools and methods in assessing climate interventions. By supporting observers to develop stronger evaluation capabilities, the program contributes to more informed and effective climate action.
This partnership between CLEAR South Asia and CLEAR-LAB reflects a broader commitment to South-South knowledge exchange. It also highlights GEI’s role in fostering collaboration among monitoring and evaluation professionals worldwide.
