CLEAR LAB Hosts Webinar on Evaluation of Federal Public Policies in Brazil
Brazil has taken important steps towards institutionalizing the evaluation of public policies at the federal level. An important benchmark in this effort was the creation of the Council for Monitoring and Evaluation of Public Policies (CMAP) in 2019. The Council is responsible for carrying out evaluations of federal public policies, in addition to monitoring the implementation of the recommendations obtained through the evaluations. Coordinated by the Ministry of Economy, the CMAP is composed of the executive secretaries of the Ministry of Economy, the Civil House and the Comptroller General of the Union (CGU).
This past June, during 2022 gLOCAL Evaluation Week, GEI partner CLEAR LAB organized a webinar on "Strengthening of the Evaluation of Federal Public Policies in Brazil," which discussed the practices of monitoring and evaluation (M&E) in the Brazilian federal government. The event focused on the work of the CMAP, and that of the National School of Public Administration (ENAP), which provides technical support to CMAP and training to federal civil servants in M&E techniques and practices. The advances in the institutionalization of public policy evaluation in the last 7 years were presented, as well as the results obtained in the last four cycles of CMAP evaluations, carried out since 2019.
Practical examples of evaluations carried out in the 2020 cycle were also discussed. Participants highlighted the importance of a robust network of supporters and partners to advance M&E capacity and to generate legitimacy within the government for the evaluations conducted. Another central point of the discussion was the need to ensure transparency of the evaluations conducted and the actions of the CMAP and its Committees. Participants also highlighted that creating an evaluation culture within the government is a long-term process that requires constant internal and external communication efforts and that strong leadership responsible for evaluations is essential for the M&E culture to advance.
