CLEAR-LAB Ends Another Productive Year Supporting the Evaluation of Federal Policies in Brazil

2022 marked CLEAR-LAB’s (a GEI Implementing Partner) second year of supporting the Brazilian Federal Government with evaluation of the country’s federal policies. This support was provided in partnership with the Escola Nacional de Administração Pública (Enap), in conjunction with Brazil’s Council for Monitoring and Evaluation of Public Policies (CMAP). CMAP was created in 2019 as an advisory body composed of the Civil House of the Presidency of the Republic, the Ministry of Economy and the Comptroller General of the Union (CGU). CMAP evaluates a list of public policies selected annually, as part of the “CMAP Cycle.” 

This past year, CLEAR-LAB’s advisory services, which followed a model developed jointly by Enap and CLEAR-LAB, included a series of 38 workshops specifically tailored to help CMAP design and plan evaluations of the selected policies.  Eighty people (managers, academics, specialists), representing 13 institutions, attended the workshops. In total, 76 hours were dedicated to the workshops and included the construction of 17 evaluation instruments (problem tree, goal tree, logic model, S.W.O.T. matrix, and R.A.C.I. matrix).  The instruments follow the guidelines of the Ex-post Evaluation Guide of the President's Office. Workshops were dedicated to each of the four selected public policies and included meetings with specialists specific to each policy. After the evaluation is designed, the evaluation implementing institutions defined by CMAP continue to work together on the evaluations.

In 2022, the policies selected by CMAP for evaluation were:   

  • Examination and Evaluation of Basic Education;  
  • Financing of Studies and Scientific, Technological and Innovation Research in Health;  
  • National Biodiesel Production Program (PNPB); and,
  • University for All Program (Prouni).   

In 2021, CLEAR-LAB provided advisory support on the following policies:   

  • National Program to Support the Training of Specialist Doctors in Strategic Areas for the Unified Health System (Pro Medical Residency);  
  • Federal Network of Professional, Scientific and Technological Education (RFEPCT);  
  • Federal Network of Universities.
