About the Event

Uzbekistan is currently undergoing a transformative phase marked by ambitious public administration reforms aimed at improving strategic planning, introducing program-based budgeting, and embedding evidence-based decision-making into governance processes. Within this reform landscape, evaluation is increasingly recognized as a critical tool for fostering sustainability, inclusion, and transparency in policy implementation.
Despite the absence of a formal institutional framework for evaluation, the Government, through key entities like the Agency for Strategic Reforms (ASR), is taking notable steps to build a national evaluation culture. Regional outreach initiatives and diagnostic missions are being conducted to understand local development drivers and promote awareness around the utility of evaluation. This early-stage engagement reflects a strong political will to institutionalize evaluation mechanisms and integrate them into planning processes.
Objective of the Session
This session aims to highlight Uzbekistan’s evolving approach to evaluation and how it is being leveraged to support environmental sustainability, inclusive governance, and evidence-based reform. Specifically, it will:
Discuss the role of evaluation in supporting the implementation and monitoring of state programs.
Showcase ongoing regional outreach efforts that promote the adoption of evaluation practices.
Encourage knowledge sharing with international M&E partners to draw lessons and best practices.
