Background
Monitoring and Evaluation (M&E) is crucial in enhancing the effectiveness, efficiency, and sustainability of development initiatives within Tanzania’s Local Government Authorities (LGAs). Sakina Mwinyimkuu Director of Performance Monitoring and Evaluation Sakina Bakari Mwinyimkuu is a Tanzanian expert in performance monitoring and evaluation, public policy, and governance. She currently serves as the Director of Performance Monitoring and Evaluation Systems at the Prime Minister’s Office—Policy, Parliament, and Coordination (PMO-PPC) in Tanzania. In this role, she oversees the government’s performance management framework, ensuring that Ministries, Departments, and Agencies (MDAs) and Local Government Authorities (LGAs) adhere to national development goals and improve service delivery. With extensive experience in policy formulation, institutional performance assessment, and strategic coordination, Mwinyimkuu has played a significant role in strengthening Tanzania’s evaluation systems. She has been instrumental in enhancing evidence-based decision-making through effective monitoring frameworks that promote accountability and learning within government institutions. Beyond her national contributions, she has represented Tanzania in international forums, including the 42nd African Association for Public Administration and Management (AAPAM) Roundtable Conference in Zambia. At this event, she presented insights on public service innovation and governance transformation. She has also engaged in discussions on the role of project management in national development, advocating for more efficient public sector practices. Mwinyimkuu’s professional background includes expertise in policy analysis, institutional capacity building, and public sector reforms. He has over 14 years of experience working in public and private sectors with expertise in corporate strategy, project interventions, monitoring and evaluation frameworks, economic analysis, and quality management systems under the International Organization of Standardization (ISO). At private engagement, he is the founder and CEO of Maxie Consult Company Limited. A project management and corporate consultancy firm in Tanzania. It specializes in diverse fields from policy evaluation, economic analysis, application development, and tailored solutions for diverse entities, including businesses, institutions, and non-profits. He is a member of the Project Management Institute & Chapter PMI Tanzania, Tanzania Evaluation Association (TanEA) & Institutional Member to African Evaluation (AfrEA).
