About the Event

Evaluation for Sustainable Futures: Climate Finance, Inclusion, and Peacebuilding in East Africa" is a hybrid event taking place from June 2–6, 2025, in Kampala, Uganda. It will explore innovative evaluation approaches to address climate finance, environmental sustainability, gender equity, and peacebuilding challenges in the region. Participants will gain tools like the Community-Led Evaluation Framework (CLEF) and engage with experts to foster collaboration and actionable solutions. The event features keynote speeches, panel discussions, workshops, and networking opportunities tailored to regional and global perspectives.

Dr. Maria Goretti Nantongo Head, Climate Finance and Sustainability Centre – Makerere University Business School Specializes in advancing climate finance mechanisms, promoting environmental sustainability, and supporting climate change adaptation strategies. Its work includes conducting ESIA,fostering habitat management, enhancing biodiversity conservation,and implementing climate change mitigation initiatives
Dr. Florence Ebam Etta Chair, AGDEN Dr. Florence Ebam Etta is an experienced international development expert, lecturer and researcher with over 25 years’ experience in evaluation, research, grant making, programme management and CSO organizing and management. She was President of the African Evaluation Association between March 2009 and January 2012, and Chair AGDEN.
Ms. Joan C. Maphango M&E Specialist Joan C. Maphango is an M&E Specialist with experience in project design, implementation, and impact evaluation across sectors such as gender, education, health, and agriculture. Joan has worked with organizations including ZCCP under the USAID Stop GBV Now! project, Special Hope Network, and the Zambia-German Agricultural Knowledge and Training Centre (AKTC), where she has led data-driven initiatives to support evidence-based programming. She is passionate about equity, inclusive education, and leveraging data for strategic decision-making.
Dr. Josephine Watera Assistant Director, Department of Research Services,Parliament of Uganda. Dr. Josephine is the current president of the Uganda Evaluation Association. She is a member of the Independent Evaluation Panel (Global Fund), the Canadian Evaluation Society Ethics Guidance Working Group, and the National Monitoring and Evaluation Technical Working Group. Mr. Matthew Lubuulwa Former President, Uganda Evaluation Association Matthew Lubuulwa is a seasoned M&E Specialist, with extensive experience in M&E, research, Information technology, public finance and public investment management, Agri-business Value chains, strategic planning and education for sustainable development. Matthew has worked for close to 17 years in Uganda as a Monitoring and Evaluation Specialist, IT Officer, and Business Development Analyst. He has spent 11 years consulting with the Budget Monitoring and Accountability Unit (BMAU) of the Ministry of Finance, Planning and Economic Development. Former UEA President.
Ms. Noeline Gwokyalya General Secretary, Uganda Evaluation Association Noeline Gwokyalya is a seasoned Monitoring and Evaluation Specialist, currently serving as the General Secretary of the Uganda Evaluation Association and a member of AGDEN. She is experienced in programme and project monitoring, public policy analysis, and evaluations, with a strong focus on gender, equity, social inclusion, and human rights.
Ms. Annette Mutoni UNICEF URT Organizer. Expert in Public Sector Management and Social Policy with over 15 years of experience evaluating social development programs. She specializes in innovative methodologies for assessing the impact of governance policies on gender equity and inclusivity.
Mr. Eugene Miheso Swinnerstone Director of Programmes, Trend Systems E.A.L Eugene Miheso Swinnerstone is a seasoned M&E Senior Consultant and ICT enthusiast. With extensive expertise in qualitative analysis, Monitoring and Evaluation (M&E), and Information Systems, Eugene has made significant contributions to impactful projects across various organizations within and without Africa. He currently serving as the Director of Programmes at Trend Systems E.A. LTD and as a Part-time Lecturer at Ernest Cook University (ECU), where he mentors aspiring professionals in research, M&E and information systems.

Anna Elsie Luyiggo President, Young and Emerging Evaluators, Uganda Anna Elsie Luyiggo is an experienced Monitoring, Evaluation, and Research Specialist with a strong track record in gender and disability inclusion, climate resilience, youth empowerment, and peacebuilding. She currently serves as a Research Analyst at ASIGMA, where she leads participatory and context-sensitive evaluations across various sectors. Anna also currently serves as the President of the Young and Emerging Evaluators (YEE) – Uganda Chapter, where she advocates for meaningful youth engagement in evaluation processes.
