About the Event

Evaluating development interventions in fragile and conflict-affected contexts presents a unique set of challenges, including complex and overlapping development constraints, security and accessibility issues, inadequate capacity and institutional weaknesses, data reliability and availability, dynamic and unpredictable environments, coordination and collaboration challenges, and the need for cultural and contextual sensitivity, among others. This panel discussion will offer insights from the Independent Evaluation Group (IEG)’s experience of evaluating the World Bank Group’s engagements in Somalia, Mozambique, Madagascar, and Chad. The discussion will unpack substantive lessons from the evaluative evidence gathered from the country program evaluation reports and will delve into the challenges of evaluating development effectiveness in fragile, conflict, and violence (FCV) and post-disaster contexts.
The event will offer a unique opportunity for practitioners, policymakers, and researchers working in complex and volatile settings to learn about innovative approaches and strategies to overcome complex evaluation challenges, ensuring robust and effective evaluations that contribute to sustainable development and resilience in vulnerable regions.

Mees Daniel van der Werf Economist, Independent Evaluation Group, World Bank Mees leads and contributes to strategic evaluations of WB engagement in FCS contexts. His recent work includes evaluation of the FCV strategy& FCV country program evaluations like Somalia & Papua New Guinea with a focus on governance, resilience, & development effectiveness in volatile environments.
Giuseppe Iarossi Senior Economist, Independent Evaluation Group, World Bank Giuseppe Iarossi is a Senior Economist in the Finance and Private Sector Development Unit of the Independent Evaluation Group (IEG). He has led and contributed to several evaluations, including, the Country Program Evaluation on Mozambique.
