About the Event

Join us on this Glocal session exploring the evolving meanings and methods of assessing efficiency and value in evaluation.
This two-session event will bring together a diverse group of evaluation leaders for an open, facilitated conversation about efficiency and value in 2025.
Panelists will each offer brief, personal reflections in response to key questions. Following these reflections, the floor will open for interactive contributions and discussion with the audience.

Jane Davidson | Founder at Real Evaluation | Dr. Jane Davidson is an internationally recognized evaluation specialist, best known for developing evaluation rubrics as a methodology for drawing conclusions about quality and value. She has also made significant contributions in the areas of causal inference for qualitative and mixed methods, and in synthesis methodologies for evaluation. Jane is former Associate Director of the internationally recognized Evaluation Center at Western Michigan University, where she launched and directed the world’s first fully Interdisciplinary Ph.D. in Evaluation. She was the 2019 recipient of the American Evaluation Association’s prestigious Paul F. Lazarsfeld Evaluation Theory Award. |
Penelope Jackson | Manager Finance, Private Sector, Infrastructure & Sustainable Development Evaluations IEG, World Bank. | Penelope Jackson is a Manager for the Finance, Private Sector, Infrastructure & Sustainable Development Evaluations unit at the Independent Evaluation Group of the World Bank Group (IEG). Prior to that, she was Manager for the Quality Assurance and Learning Division of the African Development Bank’s (AfDB) Development Impact and Results Department, where she led an organization-wide overhaul of results planning and self-evaluation, and led the execution of a program of inter-departmental reforms. Prior to that, she was Chief Evaluation Officer at AfDB’s Independent Development Evaluation Department. In addition to leading complex evaluations, she also worked on the AfDB’ Independent Development Evaluation (IDEV) Strategy, Policy and work program. She provided clear vision and leadership that enabled her to secure resources to double the size of her division and expand its mandate explicitly to include learning. Prior to the AfDB, Penny worked at the OECD. |
Craig Barham | Chief Technical Director, Performance Monitoring & Evaluation Branch, Office of the Cabinet | Dr Barham who is skilled in Strategic Planning and Monitoring and Evaluation has been Chief Technical Director in the Office of Cabinet since September 2021. Prior to this he spent just over 4 years Senior Director Strategic Planning, Performance Monitoring & Programe Management with the Ministry of Tourism. He was educated at the University College of the Caribbean and the University of Louisville. |
