About the Event
This three-day training introduces M&E concepts and field data collection tools for teams in Chile working on water and health projects. Participants will explore how capacity-building methodologies can enhance data ecosystems by making low-cost tools more effective. Through hands-on exercises, they will improve their understanding of indicators, data workflows, and real-time monitoring. The training covers the full data lifecycle, from field collection to dashboard visualization, equipping institutions to improve project implementation and drive sustainable impact.

Objective:
Introduce GEMS and foundational M&E concepts, with a focus on the Theory of Change (ToC), results frameworks, and building meaningful indicators.
Morning Sessions (8:30 – 12:30):
Connecting GEMS with M&E
• Overview of the GEMS method and how it enhances monitoring systems
• Introduction to the Theory of Change (ToC): purpose, structure, and application
• Group activity: Drafting a ToC using project examples
Afternoon Sessions (1:30 – 3:30):
Planning for M&E
• From impact to inputs: designing logical frameworks
• Risks, assumptions, and how to map them
• Understanding indicators: types, sources, and how to align them with results
• Workshop: Writing indicators and identifying performance questions
Key Outcome:
Participants will have a strong grasp of M&E principles, be able to articulate a Theory of Change, and begin developing effective indicators.

Miguel Toquica | GIS, mobile data and information sharing systems specialist | Miguel Toquica is a GIS, mobile data and information sharing systems specialist part of the the Geo-Enabling Initiative for Monitoring and Supervision (GEMS). Currently Miguel is the the focal point of GEMS in Latin America and the Caribbean, he oversees the implementation on a portfolio over 60 projects in the region. Miguel joined the World Bank in 2014 and ever since has provided GIS and data&information sharing expertise to environmental, disaster risk management projects and now to the FCV group. Miguel’s work focuses on the use of simple technologies for data management and geo spatial analysis. Miguel holds a master's degree in disaster risk management from the University of Pavia, Italy. and a bachelor’s degree in Mechanical Engineering from the University of Texas, USA. |
Ethel Mendez | Monitoring and Evaluation Specialist | Ethel Mendez is an M&E Specialist at the World Bank’s GEMS Initiative. She has advised numerous institutions in the Americas and beyond on M&E best practices and has helped them leverage the power of technology to advance the use of data. She leads its engagement in LAC and the Lusophone Countries in Africa. When she joined the WB in 2018 she worked as an analyst for Agriculture projects. Before this, she worked as an international trade advisor. María holds a MBA in International Management and a Master of Law and Business Administration and Management. |

Provide hands-on training with KoboToolbox, from account setup and form design to Android-based field collection, data management, and team readiness.
Morning Sessions (8:30 – 12:30):
Intro to KoboToolbox
• Discussion with an experienced user
• Account setup and overview of question types
• Step-by-step form creation (groups, validation, logic)
• Deployment and testing
• Introduction to data protocols and analysis options
Afternoon Sessions (1:30 – 3:30):
Data Collection in the Field
• Using ODK Collect (Android) for surveys
• Advanced form features and real-time syncing
• Training data collectors: practical tips and common pitfalls
• Group activity: Pilot test of designed questionnaires
Key Outcome:
Participants will be comfortable using KoboToolbox for real-time data collection and will have piloted a survey tool customized for their project needs.
