khaldun kobba | Senior Evaluation Consultant | Khaldun is a Senior Evaluation Specialist with over 17 years of experience in conducting and evaluating projects related to human rights, freedom of expression, association, assembly, and gender equality. He has been working as a Senior MEL Specialist at IRI, providing MEL support across 85+ countries with a focus on MENA, Asia, and LAC regions. He has extensive experience with OECD DAC criteria, complexity-aware monitoring, and participatory evaluation methodologies. He has extensive field experience in fragile and conflict-affected states, including Syria . He also has expertise in designing and implementing MEL frameworks for donor-funded projects, including USAID, US Department of State, and NED-funded programs. He has a strong background in training and capacity building for civil society organizations in participatory MEL approaches. Khaldun holds a Master’s degree in Business Administration from Bristol Business School, UK and is multilingual with proficiency in English and Arabic. |
Mohammad Allahham | Senior Evaluation Consultant | Mohammad brings over 10 years of experience in designing, managing, and conducting evaluations of humanitarian and development projects in the MENA region. He possesses deep expertise in MEL, with a focus on participatory and complexity-aware approaches, including Most Significant Change (MSC), Outcome Harvesting (OH), and Outcome Mapping. He has extensive experience in conducting field research and stakeholder engagement in fragile and conflict-affected states, including Libya. He is skilled in quantitative and qualitative research, with experience in survey design, statistical analysis, and reporting. He is fluent in English and Arabic. |
