Country-led sustainability-inclusive evaluation: Colombia’s capacity development journey and a new application of rubrics methodology with the Footprint typology

About the Event

The Colombian Department of National Planning (DNP) has been building capacity in sustainability-inclusive evaluation through a demonstration project to include consideration of the environment in an evaluation of its government IT systems. This session showcases the key learnings and challenges in this collaborative effort of DNP, the Footprint Evaluation Initiative, the German Institute for Development Evaluation (DEval), and the Global Evaluation Initiative (GEI). Featured is a breakthrough approach to assessing sustainability using the Footprint Evaluation typology and rubrics methodology.

David Santamaria T. Public Policy Monitoring and Evaluation Director Economist with 15+ years in designing, funding, implementing and evaluating public policies. Held leadership roles as strategic advisor and consultant for public sector entities, leading high-performance teams in economic/social development, policy evaluation and peacebuilding.
Felipe Castro Director of Public Affairs at Ipsos Colombia Felipe is an economist from Pontifícia Universidad Javeriana and has a MSc in Pubic Management and Governance from the London School of Economics and Political Science (LSE). He has held several key leadership positions at the national government, academia, political movements and private sector.
Andy Rowe Co-Founder Footprint Evaluation Initiative A Fellow and former president of the Canadian Evaluation Society (CES), now focusing on environmental sustainability. Andy initiated CES’s effort to mainstream sustainability in evaluation in Canada; is a founder of Footprint Evaluation and former member of a Reference Group for the Adaptation Fund.
E. Jane Davidson Co-Founder, Footprint Evaluation Initiative Jane is best known for developing evaluation rubrics methodology. In 2019, she received AEA’s Paul F. Lazarsfeld Evaluation Theory Award. As a founder of Footprint Evaluation, she develops practical tools and methodologies to include sustainability and equity in all evaluations.
Thomaz K. Chianca Collaborator, Footprint Evaluation Initiative Thomaz’s work over the past 25+ years focuses mostly on (i) enhancing the impact and learning capacities of philanthropic, government, international development, NGO and corporate clients, and (ii) collaborating with the FEI in its crusade to include environmental sustainability in all evaluations.
Viviana Bohórquez Co-founder of CarbonBox Viviana has supported Latin American governments in shaping climate policy and tracking emissions. As co-founder of CarbonBox, she designs user-friendly tools that help organizations calculate carbon footprints and drive low-carbon, sustainable action.

Anna Warnholz Evaluation Capacity Development (ECD) Advisor from the German Institute of Development Evaluation (DEval) at the Global Evaluation Initiative (GEI) Evaluator and consultant specialized in strengthening evaluation capacities. She is part of the evaluation capacity development team at DEval and works mainly in Latin America and Anglophone Africa. Her areas of expertise include climate change and energy. She is currently providing technical support in the application of the Footprint approach in a country-led evaluation conducted by the National Planning Unit of Colombia in collaboration with the Footprint Evaluation Initiative.
