Key collaborations for influential evaluations and resilient M&E systems
About the Event

Agulhas evaluators and representatives from our partners at Catalyst Management Services will examine how collaboration can generate influential evaluations, and enhance the resiliency of M&E systems. Participants will learn practical tools and methods for incorporating local stakeholders in international evaluation, including stakeholder network analysis and PEA. Case studies will demonstrate how effective collaboration can 1.) meaningfully use citizen feedback in evaluation 2.) curate strategic partnerships. Case studies from panellists will include the development of M&E systems for climate change mitigation networks, financial inclusion, and learning from CSM's in-house collaboration platform, CommunityActionLab, which brings together 350+ community-based organisations to build the resiliency of vulnerable people and institutions. A Q&A will follow, where participants and panels discuss how these innovative collaboration arrangements can strengthen the relevance of evidence in decision-making.
Speakers
Katerina Cerna | Technical Manager
Katerina is an experienced technical manager and senior researcher working across a range of projects focusing on environmental management, adaptation policy and practice, climate finance and governance, and complex evaluation of programming and portfolios. Kate has a body of evaluation and learning expertise over the last decade. She has delivered support across a range of clients including ICAI reviews of the UK’s International Climate Finance, UK investments in Forestry and Biodiversity and the degree to which UK ODA is aligned with the Paris Agreement. Katerina has worked with CIFF over the last 4 years on 3 different assignments, a research paper developing a case study of Scotland’s transition towards low-carbon future with use of renewable technology, a multi-year evaluation of ECF UK, with a Story of Change on the seven steps to Net Zero and the clean air campaign, and MELU support together with an evaluation of ICAT, including five country case studies presented by ICAT at COP25 in Madrid.
Sivaramakrishnan Balasubramanian | Manager of Climate Practice
Siva currently leads the Climate Practice for The Catalyst Group, delivering sustainable transition consultancy services in the domain of climate, health, and agri-food systems, and addressing systemic ecosystem gaps through people-centric solutions and interventions that are scalable and transformative. With more than a decade of experience working in social development across sectors, geographies, and various target population groups, his work's core domain and functional expertise include strategic and operational support, knowledge and evidence advisory, and impact advocacy and dissemination.
Nitish Kumar | Manager
Nitish Kumar has a unique blend of experience of over 7 years in the fields of research, evaluation, grass route implementation, technology and data science. He believes in systems thinking approaches to solving problems which enables him to manage complexity and identify overarching patterns amidst a plethora of information. As the lead of the data science unit at CMS, his work ranges from leading the Research and Analytics team on dynamic and constantly changing environments of platforms/networks like #COVIDActionCollab, a people centric, partnership led multidisciplinary collaborative to the Data analytics lead for Precision Health, a Environment Surveillance initiative that involves systematic and regular testing of the city wastewater to detect the presence of pathogens. He comes with a strong analytical background as evidenced by his past experiences as the lead of the data science team at Caspian impact investors and an analyst at Accenture technology where he enabled effective decision-making through his analytical skills. He has strong expertise across the spectrum of data, ranging from data collection, storage, analysis and communicating insights.
Theodora Young | Manager
Theodora is an Agulhas manager, assisting in research and analysis across Agulhas’ wide variety of projects, and is also a core part of the review team supporting the Independent Commission for Aid Impact, the UK aid watchdog, on evaluations such as Assessing UK aid’s results in Education, UK’s approaches to Peacebuilding, and Youth Employment in the MENA region.

Gemma Norrington-Davies
Senior Manager
Gemma is a Senior Manager at Agulhas Applied Knowledge with over 15 years of experience. She leads a portfolio of evaluation and research studies, primarily under the Agulhas Climate Hub, and currently chairs the Agulhas Just Transition Working Group. Gemma has a particular focus on Southern and Eastern Africa and Southeast Asia, with a portfolio of climate and just transition work. Gemma has experience of working with a wide range of partners, including donors, multilateral development agencies, NGOs and civil society to assess and support programme and institutional performance. She is also an experienced researcher, providing evidence and analysis to support policy planning and decision-making, including on Just Transition, as well as supporting the design and delivery of performance frameworks. In recent years, her research has focused on the relationship between climate change and migration and on generating the learning and evidence required to inform policies and approaches for a Just Transition. Gemma has also supported clients to think through the changing nature of development programming, with a focus on adaptive and flexible programming.
