This panel will explore strategies to enhance national evaluation systems (NES) across the Caribbean, focusing on capacity building, institutional frameworks, and knowledge-sharing among key stakeholders. It will highlight the role of the Caribbean Development Bank (CDB) and its Independent Office of Evaluation in fostering robust evaluation cultures, as well as the collaboration between regional governments, development banks, and international organizations.

He has led initiatives to replace the Bank's project management system and implement process upgrades. |
| Emil Salim | Inter-American Development Bank (IDB) – Evaluation Office | He leads the Evaluation Capacity Development Program. He drives regional projects that seek to enhance the evaluation practice and expand evaluation influence in public policy across Latin America and the Caribbean. He previously coordinated training and communications at CLEAR LAC. |
| Camille Spencer | Head of the National Transormation Unit, Trinidad and Tobago Government | Programme Director for M&E at Trinidad & Tobago’s Ministry of Planning and Economic Affairs and Development, leads national efforts in performance and accountability. 15+ years in M&E/RBM, she’s driven key policies & frameworks, and represents Trinidad and Tobago on the CARICOM RBM Leadership Group. |
| Craig Barham | Director of the Performance Management Evaluation Branch, Jamaica Government | A former officer in the Jamaica Defence Force, has also worked in police reform, performance management, and strategic planning. His expertise spans urban planning, sustainable development, disaster management, and public policy. He has taught at the MIND. |

| Serena Rossignoli | Senior Evaluation Officer at the Office of Independent Evaluation of the Caribbean Development Bank | With over 15 years of international experience across four continents. From 2023 to 2025, she successfully led the Office of Independent Evaluation, spearheading strategic reforms, innovative methodologies, and expanded partnerships across the region. She holds a Ph.D. in Evaluation and a Master’s in Development Studies from the London School of Economics. Throughout her career, Serena has managed complex evaluations, championed gender equality, and advanced cutting-edge approaches such as Real-Time Evaluations and the use of AI in evaluation. She has also held senior roles at UNESCO, UNDP, and FAO, where she led large-scale evaluations and strengthened institutional learning and impact. |
