ENAP Strengthens Evaluation Capacities in Côte d'Ivoire with 30-Hour Training on Economic Evaluation and Cost-Benefit Analysis

16 experts from the Office of the State Inspector General (IGE) in Côte d'Ivoire, successfully completed a 30-hour virtual training on economic evaluation and cost–benefit analysis, which was delivered by GEI Implementing Partner, ENAP, with financial support from GEI.

Sixteen experts from the Office of the State Inspector General (IGE) in Côte d'Ivoire, successfully completed a 30-hour virtual training on economic evaluation and cost–benefit analysis. The workshop, which was delivered March 6-17, 2023, by GEI Implementing Partner l’École nationale d’administration publique (ENAP), was organized with financial support from GEI.

IGE staff are key to strengthening country-led and country-owned evaluation processes in Côte d’Ivoire, as the organization is responsible not only for conducting evaluations and audits of public interventions, but also for providing methodological support to ministerial primary inspectorates and coordinating their activities. IGE turned to ENAP to train its staff because, in its own words, the organization needed “to possess proven expertise in evaluation (...) hence the need to call on experts to conduct an evaluation certification program for IGE personnel.”

The module on economic evaluation was facilitated by Miché Ouedraogo, an evaluation expert and international affairs advisor at ENAP. The training began with an introduction to the foundations of economic evaluation, providing participants with a solid understanding of the key concepts and principles. It then moved into practical steps to conduct economic evaluations, including different valuation methods and techniques. Through case studies and facilitated group work sessions, participants were able to apply their learning.

ENAP has been working in Côte d'Ivoire for several years, collaborating with partner organizations based on their specific needs. ENAP shares is expertise in the area of results-based management (RBM) and follows GEI’s systems-based approach to evaluation capacity development, focusing on building individual and institutional capacities while creating a conducive environment for monitoring and evaluation.

The recent training for IGE staff is part of ENAP's ongoing efforts to support evaluation capacity development in Côte d'Ivoire and contribute to the country's evidence-based decision-making processes.
