Strengthening M&E systems in Latin America

The Global Evaluation Initiative (GEI) is seeking proposals from suitable institutions to establish and host a Regional Center for Learning on Evaluation and Results (CLEAR) covering Spanish-speaking Latin America and the Carribean*.

GEI invites proposals from reputable individual organizations or groups of collaborating organizations with demonstrated capacity as well as a strong commitment to offering high-quality evaluation capacity development (ECD) services in support of Latin American and Caribbean countries.

The institution selected to host the LAC center will work with government and civil society organizations at the national, subnational, and local levels in the region. The center will be expected to identify a small cohort of countries where it will undertake long-term work to strengthen M&E systems. The center will do this through undertaking a diagnostic exercise using tools developed in the GEI network, developing system strengthening strategies and implementing these collaboratively with a range of other partners. The selected institution should also have the capacity to create and contribute to advancing dialogue and learning on M&E topics with the rest of the region, in collaboration with other GEI partners.

The GEI is seeking applications from institutions that have the following characteristics:

  • Be based in in a Latin American and/or Caribbean country;
  • Strong and credible institution with a governance structure suitable for receiving and managing external funding and continuing the CLEAR’s work (providing training, technical assistance and knowledge management services);
  • Be able to deploy experts in the field of M&E to multiple clients;
  • Produce, curate and disseminate M&E knowledge products on a regional scale;
  • Participate and contribute to policy dialogues in host countries;
  • Demonstrated capacity to implement projects with multiple partners;
  • Be able to subcontract internationally. 

*Brazil is covered by a dedicated Lusophone center in São Paulo.


Selection process

The institution(s) that will be selected to host the CLEAR LAC center will undergo a competitive selection process, based on technical and transparent criteria. The process will take place in two stages:

  1. In the first stage, institutions will be invited to submit formal Expressions of Interest, see form here. A selection committee will review the EOIs, shortlist applicants, and invite them to present full technical proposals to the selection committee.
  2. The final stage of the selection process will also include site visits to the shortlisted institutions.

Interested organizations and institutions are invited to read the relevant documents and submit their applications. The deadline for submission is December 11, 2022 (12 AM +5UTC). 




Submit application



The ultimate scope of this selection is to identify a suitable institution that could deliver the GEI program and vision in the LAC region. However, this process will articulate in two phases, i.e.:

  • Selection of the suitable institution via this RFP;
  • Provision of funding via a different instrument called Recipient Executed Trust Fund grants.

The current RFP refers to the first phase of this two-tiered approach. Once identified and selected, and immediately thereafter, the due diligence for proving funding to the selected institution will begin.

The sole purpose of this selection process is to identify the recipient for future GEI grants but in and of itself does not entail any obligation on part of The World Bank Group to provide funding until after the due diligence has been completed.

Indicatively, and subject to management discretion, it is expected that the funding volume for a grant would be between USD 500,000 and USD 1,000,000 per year.
